Preheat the oven to 350°F (175°C).
In a large skillet, brown the ground beef over medium heat, breaking it apart with a wooden spoon as it cooks.
Add the diced onion and minced garlic to the skillet. Sauté until the onion is translucent and the garlic is fragrant, about 3-5 minutes.
Stir in the crushed tomatoes and beef broth, along with Worcestershire sauce, oregano, smoked paprika, salt, and pepper.
Add the chopped cabbage to the mixture, stirring to combine it well with the meat and sauce.
Transfer the mixture into a greased 9x13-inch baking dish, spreading it evenly.
Cover the dish with foil and bake for 25 minutes.
Remove the foil, sprinkle cheese on top (if using), and return the dish to the oven. Bake uncovered for an additional 15 minutes, until the cheese is melted and bubbly.
Remove from the oven and let cool for 5-10 minutes before serving.
